Engineers Can't Reach Floating Steel Bars

I had a wall that had to be moved, so I demolished the Harpoon Launcher on it then demolished the wall and moved it back.

I built the new segment of wall just fine, put up a ramp, and tried to build another harpoon launcher, but all my engineers congregated in one spot trying to reach some floating steel bars and wouldn't work.

I eventually demolished the new wall, rebuild the old wall and a ramp, ordered someone to grab the steel bars, re-demolished the old wall, and rebuilt the new wall, so with some troubleshooting I managed to resolve it but thought I should report it.
