Bounty problem 0.98.57

I haven't found this reported yet, so here it is:

Vanilla, no mods, version 0.98.57

When I capture the dust king and turn him in for a 35k bounty to the shek kingdom, I'm then able to KO him (using stealth + KO option) while he is in a cage (or tied to the pole ). He then starts running around, gets KO'ed and I'm able to pick him up and walk away from the building without any problems. It does not matter which of the 3 factions I turn him in first. With this method I'm also able to turn him in for another 70k (35+35k) to the other two factions, where he is also wanted. This feels like cheating and I honestly feel I shouln't be able to KO him, let alone pick him up when he is in fact a prisoner of given faction.

EDIT:

What I meant was:

1. Characters in a cage or tied to a pole shouldn't get magically released and start running around when someone attempts to KO them. They should still remain tied / caged.

2. When turned in for a reward, character should be considered prisoners of given faction. While imprisoned, character that gets KO'ed, picked up, or touched in any other way by third party, should cause reaction from the guys who keep him prisoner.

3. Should prisoner be released by third party, his status should change to escaped prisoner or similar, causing reaction of nearby chars accordingly.

For sandbox purposes, it should still be perfectly ok and allowed to KO and steal prisoners, but not without any sort of reaction from his wardens when seen, and, prisoners should not magically get out of cages or untied from a pole when someone attempts to KO them.

Also works with any prisoners in Stoat. But sometimes the many guards are quicker to catch them ;-)
