Have a NPC sell you building permits so you can build in a regular city, or outside of the city, they could be regulated. Either only so much at one time or help build the town and you get some kind of royalties. Very expensive process. This could be short term, (more sustainable short term than in the current Kenshi) while preparing to build your own city/fort. You could either spend your playthrough in an NPC city to help build it up and recruit people to defend the town for example (you give resources to a specific area, NPC will utilize them), or be completely restriction-free and build your own town/city/fort. This will give people an incentive to go out and create their own base which would be much more lucrative and powerful. I just thought of this and brainstormed. It would be awesome if smart people could elaborate.

Regarding city housing there is much I wish to add. First is to make the AI adopting some sort of "growth" behavior, meaning that wandering squads can "merge" with city population, solving the population tear down currently present in Kenshi 1. Then how to conquer a city? I would like the implementation of a tier system, where a stable city population will make the tier of the city to increase. Attacking the city will make it to decrease, if population is killed, until it reaches tier 0 or some sort of open state were it could be taken over, either by the player or by another AI faction. Because roaming squads will settle in cities the population will not always be friendly towards each other, depending on the geographic location. Then perhaps the player can choose to support a certain group to overthrow the current rulers. Buildings should be able to be destroyed, and buildings should be able to be removed, even those not built by the player. The AI should also be able to acquire building rights in towns to construct their own buildings, making a city tier increase also visibly grow the size of the city. Faction specific buildings needs to be more prominent.

I realize what I am suggesting could be a game in itself, and there is surely certain limitations on what is possible. However, the city life is something that should be improved, because players spend a lot of time there.

Currently you will notice that there is far less housing in the town/cities then there is population. So the first thing you would have to do is create a system to track housing or beds in a city. Then you could have wandering NPCs stop by and stay.

As for living in a city the only issue I have currently is that you can't get water. I crated an indoor well pump and now that is fixed.
It would be fair if the police/HN came around to building that are owned by me and collected a city tax. I mean they do it when I build an outpost, they should do it when live under their protection.
